01 / Engineering

Designed right,
before we build.

Our in-house licensed engineers handle every aspect of fiber network design, from initial route surveys through permit-ready construction documents.

We hold dozens of Professional Engineering licenses across the continental United States, enabling us to stamp and seal OSP design packages in-house. No waiting on third-party engineers, no communication gaps, no hand-off delays.

Accurate designs from the start simplify construction, reduce field change orders, and protect your schedule.

PE Dozens of Professional Engineering licenses. Every OSP design package stamped and sealed in-house.
Fiber Engineering
Full OSP design for FTTH, FTTB, and FTTC deployments. Route design, fiber count planning, and splice point layouts sealed in-house.
OSP Engineering
Outside plant network design optimized for constructability, cost, and future capacity growth.
Small Cell / Node Design
Fronthaul and backhaul fiber design for small cell and distributed antenna system deployments.
Make Ready Engineering
Pole attachment and make-ready assessments to clear the path for aerial construction before crews mobilize.
Underground Planning
Conduit routing, vault and manhole layout, and directional bore path planning — designed to minimize cost and field rework.
Route Surveying
On-the-ground route surveys to verify existing infrastructure conditions before design begins. No surprises in the field.
02 / Permitting

We navigate
the red tape.

Right-of-way permits, easement negotiations, and environmental review: handled in parallel by licensed expeditors who do this hundreds of times a year.

Licensed as both General Contractor and Electrical Contractor in over 250 jurisdictions, Concordia knows every local authority's quirks, timelines, and submittal requirements. We get permits pulled faster because we've done it before, everywhere.

We manage the entire permitting process in parallel with engineering and procurement, so nothing waits unnecessarily on a stamp or a signature.

250+ jurisdictions where we hold active GC and EC licenses
Full-Scale Permitting
All submittals, plan sets, and application packages prepared and submitted for municipal and state review.
Right-of-Way Permits
ROW permits, encroachment permits, and traffic control plans coordinated with local authorities.
Licensed Expeditors
Where available, we deploy licensed permit expeditors to accelerate local approval timelines.
Easement Negotiations
Support for utility and access easements required for fiber routes crossing private or shared parcels.
Environmental Permitting
NEPA, stormwater, and environmental compliance documentation for routes requiring environmental review.
03 / Construction

We put it
in the ground.

Self-perform field crews across North America. Aerial and underground OSP, conduit systems, make-ready: all in-house.

We self-perform because we care about quality. When our crews build it, our engineers designed it, and our PMs scheduled it, every team member owns the outcome. That accountability runs from the first bore to the final splice.

Our 200+ field professionals carry OSHA certifications, NFPA 70E training, and state-specific contractor licenses. Safety is not a checkbox — it's how we operate every day.

In-House Directional Boring
HDD drilling for conduit placement under roads, waterways, and obstacles — no subcontracted boring crews.
Aerial Construction
Pole attachment, lashing, and aerial fiber placement following approved make-ready work.
Conduit / Manhole Systems
Open-cut trenching, conduit installation, vault and manhole placement, and site restoration to specification.
Make Ready Construction
Transfer, rearrangement, and pole reinforcement work to prepare aerial infrastructure for new fiber attachment.
Professional Restoration
Full site restoration including pavement repair, seeding, and surface treatment to pre-construction condition.
04 / Splicing & Commissioning

Every splice.
Every test.

BICSI-certified fusion splicing, OTDR testing, and network turn-up — from the last splice point to the first live packet.

Concordia Fiber's splicing and commissioning crews are BICSI-certified and experienced across every fiber network type. We don't hand off to a third-party testing crew — the same team that builds the network commissions it.

Every splice is documented. Every OTDR trace is archived. Every turn-up is verified against spec before we leave the site.

BICSI BICSI-certified technicians on every splicing and commissioning deployment.
Fusion Splicing
Precision fusion splicing for single-mode and multimode fiber, with splice loss documentation on every joint.
OTDR Testing
End-to-end OTDR traces at all required wavelengths. Loss budgets verified against network design specs before handover.
Network Commissioning
Full optical power, attenuation, and end-to-end performance testing. As-built documentation provided at turn-up.
ISP Construction
Inside plant fiber installation, termination, and patch panel work for central offices, data centers, and head-end facilities.
Why it matters

One team.
One outcome.

Most fiber contractors manage subcontractors. We don't. Every crew on every route is Concordia.

No finger-pointing when something goes wrong. No markup on top of markup. No sub who hasn't read the engineer's intent. One accountable partner from route survey through network turn-up.
